I think business owners sometimes overestimate the value of time-to-market while underestimating the need to focus on execution and ignoring the real costs of technical debt. 

Being agile, shipping the minimum viable product and having your invested, long-term pros quickly iterating on it (refactoring as you go) ... versus farming out work to disinterested 3rd parties to have them throw a large ball of mud over the wall and disappear forever.
